Meet Our Leadership Team
Douglas County Sheriff’s Council is a non-profit service organization founded by a few concerned community volunteers in 2004. We are dedicated to supporting the Sheriffs Office by obtaining grants and private donation for essential technology, equipment and professional education not afforded in the general budget.
Our leadership consists of a Board of Trustees which meets monthly. The Board consists of four leadership positions — Chair, Vice Chair, Secretary and Treasurer — and sixteen additional Trustees, each of whom serves on various committees and projects.

COUNCIL TRUSTEES
Chair: Rudy McTee
Oversees the daily operations of the DCSAC
Vice-Chair: Ron Alling
Stands in for the Chair when needed, facilitates tasks assigned by the Chair, i.e. recruitment of new members.
Secretary: Michael Chapton
Fields and directs inquiries from phone, maintains draft minutes and Council roster, prepares agenda for meetings, supports Fundraising Chair or other committee Chairs on communications.
Treasurer: Bob Petrachek
Maintains tracking of expenditures, donations, deposits, and produces tracking documents, facilitates IRS reports and participates in the investment and expenditure approval process based upon available funds.
Finance/Investment Committee Chair: Rudy McTee
Oversees administration of our endowment, investments and reports updates to the Treasurer and Council. Maintains and makes changes to the funds in our money market and CD accounts as markets and conditions change. Opens financial accounts for money market and CD accounts as needed. Any and all financial changes shall be reported to the Council at the next monthly meeting.
Deputy Professional Development Committee: Alan Reed
This committee reaches out to Douglas County Sheriff’s deputies to make DCSAC funds available for their professional development and continuing education. Deputy applicants and courses are screened and viable candidates are recommend to the Council for funding or reimbursement of expenses.
Outreach Committee Chair: Jim Winans
Facilitates contact with community groups (i.e. Chamber of Commerce, Rotary, Realtor’s Board, School Board, Community Church groups, etc.) and routinely attends organizations to present overview of the DCSAC mission and fundraising events. (A white paper is available that provides an overview and provides talking points). Monitors social media and posts information as needed.
Fundraising Committee Chair: Howard Vipperman
Creates fundraising communications/solicitations, may empower a task force to organize and execute special fundraising events as approved and directed by the Council. Develops the Fall and Spring mailer, soliciting donations for projects within the DCSAC.
Procurement Committee: Tim DeTurk
This committee evaluates DCSAC equipment or device requests from the Sheriff’s office to try and assure the item prices are the best obtainable from know vendors.
Event Committee: Bill Middleton
Organizes and executes all fundraising events approved by the Council. Provides update reports to the Chair and following an event, provides a report to the Council on the outcome.
Ad-hoc Committes
An ad-hoc committee may be designated for a specific task as defined by the Chair and is disbanded upon the conclusion of the project. An example is a committee established for the nomination and election of Council officers or recruitment of new members. Because of their temporary and fluid nature, these task forces do not appear on the Council’s organization chart.
